Yes, it's true! You no longer have to go to the settings screen to create reservations for others. A user who has the right to create reservations for other users can now do this directly from the Reserve window. The permissions applied are those of the user who is creating the reservation, not the new reservation owner.

Perform an availability search and click on an unreserved hot spot on a floor plan, time slot in the calendar or book button on an asset tile. This will open a Reserve window as shown below.
In the Reserve window, click on the caret next to Reservation Owner. (This section will not be visible if you do not have the right to "Create Reservations for Another User & Manage Another User's Reservations.")
Press the Change Owner button.
In the search field, type at least two characters of the name to begin the search. Click on the name of the desired individual.
The reservation owner becomes the selected individual and the *Reservation Name changes to the new owner unless you have already entered a new Reservation Name. If you need to assign the reservation back to yourself, click on the X in the action column.
Press the Submit button. Once validated, the reservation will be created and the reservation owner will receive an email notification.
*This applies only if your organization's settings include the option for the Reservation Name field to be populated with the Reservation Owner's name. If your organization's settings specify that the Reservation Name field is populated by the Asset Name, then that will remain unchanged. If your organization's settings do not specify that the Reservation Name field is populated by the Asset Name nor Owner Name, the reservation creator must enter a Reservation Name to submit the reservation.
